Bridges that cross waterways often have foundation and substructure elements located under water to provide the
most economical overall design. It is important that entire bridge is inspected at specified interval not only to ensure
safety of the bridge, but also to initiate any repair/rehabilitation work well in advance so that the bridge remains
functional. Unfortunately, the condition of substructure and foundation under water cannot be easily determined as
the condition of those parts of the bridge located above water. The environment under water is harsher and requires
special equipments and methods. As these elements are continuously submerged, underwater inspection and
management techniques must be undertaken to establish their condition so that unsafe condition can be avoided.
